Separate box needed to fix this. At low speed noise is more.

Doesn't regulate - don't buy
If the fan speed is considered to vary from 0-100 with 0 for off and 100 for full speed, then this regulator regulates it in the range of 95-100. Lowest setting = 95, highest setting = 100. You cannot reduce the speed below 95% of the full speed.
