Q: Is the blue screen version readable when the back light is off?

For all practical purposes.. no.. the screen is virtually unreadable without the backlight

Q: is there an Arduino library for it using the I2C connection?

The I2C library is included in the LiquidCrystal library and initialized such as #include LiquidCrystal_I2C.h LiquidCrystal_I2C lcd(0x27, 16, 4); There are many I2C LCD tutorial projects online that can help

It works with a 3.3v teensy microcontroller. Both the I2c and LCD controller chips are rated to work at this voltage. The backlight will be dimmer than than wih a 5V supply and you need to adjust the contrast pot accordingly. Alternatively, you could run the Vcc line on this display off the Pi's 5V line; just make sure the SDA and SCL lines are only pulled up to 3.3v (this display doesn't have pull-ups; don't know if the Pi does.)

Q: how do I change i2c address? I want to change it from 0x27 to 0x3C

The default address of 0x27 or 0x3F are determined by which version of the PCF8574 chip comes on the I2C interface adapter. The PCF8574 defaults to 0x27 and can be changed to anything between 0x20 and 0x27 as mentioned previously. If you get a PCF8574A chip, it defaults to 0x3F - and is similarly adjustable between 0x30 and 0x3F with a little soldering.
