Q: How feasible is it to use regular shoes on short rides where you don't want to clip in

I recommend another peddle which is better for regular shoes and bike shoes: Shimano PDT400 Clickr Pedal. I have had both and have fallen many times with the PD-M540 but none with the PDT400. The PDT400 also has a plastic platform around it to support regular shoes. The two have a similar design but the PDT400 is a later model and is easier to get in to and out of.

The SM-SH51 Cleats that the pedals come with have a 5° Float

Q: Do these come with the spd cleats?

Yes they do, there two different kinds of cleats, these are the ones that only release by rotating the heal outward. The other type of cleat releases in multiple directions, I personally don't care for them.
